Some people refuse to give any information if they were not tortured, and this kind of torture exists everywhere in the world, even in the developed countries and most democratic ones (Guantanamo is the best example). Anyway, there is a British group from the DFID (UK Department of International Development) whos' working now with the different security institutions in Lebanon on a program aiming to provide them with the culture of Human Rights. I know the team's members, they are the best, and i think they will improve very much the way our institutions are dealing with suspects and arrested people.
