Freedom House annual publication rated Lebanon as “partly free” upgrading its status from “not free” in 2005. Lebanon is among 9 other Middle Eastern countries rated “partly free”.

The index evaluated individual countries based on 2 variable, political rights and civil liberties, with 1 representing the most free and the 7 least free rating. The ratings reflect global events from December 2004 until end-November 2005. Lebanon scored 5 in political rights and 4 in civil liberties, improving its ratings from 6 and 5, respectively, in 2005. Regionally, Lebanon ranked 2nd behind Kuwait and Comoros on political rights, and 1st in civil liberties.
