Unless the diverse people feel safe and secure, they won't agree to any plan without assurances. Everyone would have to see the advantages of Federalism in order for them to support it. I think that a climate of cooperation and security would have to be developed first, before anyone would accept any plan. But. the idea of federalism has merit. I like your ideas! Ultimately, after the dust settles and the cannons fall silent, it will come out to everyone as the natural solution to the Middle East problem. People will have to realise that a multi confessional country like Lebanon cannot live with a centralied government, or else, there will always be a similar war every ten or fifteen years. I suppose the advantage would be that Israel would then focus its attacks only on the "Shi'ite state" then.
